Description:
It would be nice if people who are not committers @ the ASF have a way to modify 
descriptors, in particular developers of non-ASF projects maintaining the descriptors 
of those projects. This is currently done by putting those descriptors in a seperate 
cvs module and accessing them through ViewCVS, but this has several downsides as has 
been discussed here:

Possible alternatives could be a publicly writeable repository, an access-by-request 
repository, a web application with granular auth&access control, or all of the above.
