I think that this may relate to the decommissioning of the old rsync style of artifact distribution. There was infra email sent to affected PMC lists on this recently that listed several projects (including hbase and zookeeper at least) as still using the deprecated methods rather than svn pubsub.
Since the deprecation was made >1 year ago, they finally turned off the old method.
