Hello, From the conversation here, it came to my mind that it would be nice to create "We are under incubation" icon, which (sub)projects being incubated **should** use on their websites.
If "We are under incubation" icon would be really nice, each (sub)projects wouldn't have to be resides in incubator.apache.org (url/website), i guess. As for mailing list, "Message Trailer" (footer of each messages) can substitute it. Random Thought.
