I think there should also be something like a svn cp https://svn.apache.org/repos/asf/infrastructure/trunk/tools/account-welcome.ezt \ https://svn.apache.org/repos/asf/infrastructure/trunk/tools/account-welcome-incubator.ezt and with the latter file then pointing at the above.
