karma access for existing committer / how to administer it?

There is an existing committer freemant @ apache.org that might not have made
it over on the recent move out of jakarta. He is currently having
authentication errors, which may/may not mean the user exists and he forgot
password ? (or never used it after getting the first private email when joining
the project?)
If there is a document / (pmc chair repo? no idea) that describes how to manage
karma for tlp people that might be helpful. (Not for me obviously, for Howard
Lewis Ship )
