Get agreement somewhere ([EMAIL PROTECTED] is probably the wrong forum for that :) ), *then* file a jira issue as documented on www.apache.org/dev/. Craig can do that, but others can as well. As long as its clear the request is inline with policy and after a PMC agreed on it. The incubator PMC is on this list and some individuals have offered opinions; I don't think you need to ask for formal approval from us.
