Wording change to policy document (Entry To Incubator Section)

This change does not alter policy. At the moment, the policy document contains
a large quantity of discursive material in addition to policy. Not only does
this mean that documentation has to be maintained in two places but also the
discursive material cannot be changes without a VOTE. This change replaces
discursive material with a link to a guide.
