Clarify Role of Champion And Consolidate Policy

The currently document is contradictory. 
http://incubator.apache.org/incubation/Incubation_Policy.html#Champion includes 
a little discussion of the role and implies that only champions can be members. 
http://incubator.apache.org/incubation/Roles_and_Responsibilities.html#Champion 
uses declarative language and allows members and champions. This isn't good and 
needs resolving one way or another.

Elections championed by Officers have succeeded in the past and I see no reason 
why Champions should not be officers though this may - or may not - prevent 
then acting as mentors. So, this patch consolidates the documentation in that 
direction. I'm willing to create a similar patch if the converse opinion is in 
the majority.
