an interesting point :-)

there is an argument that the original is correct. the chair of the PMC SHOULD 
make the request but may choose not to might forget. a project chair has quite 
a lot of wriggle room and this action cannot actually be mandated. it's up to 
the project to elect a new chair if they don't like things they do or don't do.

i definitely agree that the paragraph is badly phrased. i think that some like:

'The acceptance process is triggered by an email sent to the incubator general 
mailing list by the PMC chair of the Sponsor. This email MUST contain the 
following information:

would convey the meaning with more precision and less words.
