I agree.  And it would be somewhat ironic to make that a requirement,
although I do understand the reasons behind the assertions made by those who
are concerned.

Looking at Felix, I see Alex, Upayavira and several others who had better
already understand that quite clearly, so if they are active members of the
new project, I would expect them to continue their oversight.

Consider that over the past few years, we have changed licensing, copyright
notice, and other requirements at least twice.  Existing projects need to
change, not just those in the Incubator.  All Release Managers have to keep
abreast of current ASF policy, and PMCs have to ensure that they implement
it properly, and check with the Board and/or VP Legal if there are
questions.  APR and JAMES have both gone through this process with Cliff, as
have others.

So I generally favor Felix's request to graduate, although since so many
others want to see it demonstrate a proper release package, I'm willing to
support that request.

What I don't see in the request is the proposed TLP request, and I do
believe that the Incubator should have that, and not just have it pop up to
the Board after we have voted.  So in my view, that ought to be a
requirement for a project wanting to graduate as a TLP.
