As a suggestion, each incubating project could have a status file at
http://svn.apache.org/repos/asf/incubator/PROJECT/trunk/INCUBATOR-INFO.txt,
where PROJECT is the project name.
It's easy to verify with a script that this file is present, and putting it in
the project's trunk makes it visible to and easily maintainable by the project
community, as opposed to something that's stored away in incubator/trunk.
The info might be something like:

description: Buzzword is a framework to create buzzword-compliant webapps in

incubating-since: 2008-05-21
incubation-status: incubating
mentors: [EMAIL PROTECTED], [EMAIL PROTECTED], [EMAIL PROTECTED]
