There are plenty of active Apache projects with less than 5 active people, and there are other PMCs that are now inactive. I don't think its necessary for the incubator to get projects to the point where you can guarantee this project will survive forever. I believe our job is simply to make sure that the project meets the same criteria as a current Apache projects. I can compare CouchDB to many existing successful projects.
