FWIW for this kind of thing, i start with the Apache Software License,
Version 2.0 in an editor (with a save a PDF option) save to PDF then
convert to a binary image format

We will do that for the pdf file next time around. It is nice to have real pictures for the images though as they are visible if you use a browser for testing.
 Does anyone else see a serious issue with these files ?
