are some formal specification backing the project, JSRs, the OSGi spec

Right. Generally the specification classes *must* reside in the java name space. But implementation classes would have an org.apache.whatever name space.

And as Ralph mentioned, a compatibility jar would IMHO be an
acceptable compromise.
