We're asking for incubator sponsorship, so targeting a TLP at this stage. I think it would be reviewed when looking at graduation, but due to several distinct committers and Maven's focus being more centred on the core, I expect it'd remain separate. I'm sure current Maven committers would be more than welcome to join the proposal if they'd like to participate!
