Most incoming projects have leaders. One challenge of incubation is teaching the leaders to let go of the reigns, that there is no room for a BDfL at the ASF. So a chair during that period would probably be counterproductive. What you describe sounds like the role of a recording secretary. Yes, I think it's good if the project identifies one of its peers as the individual who is currently preparing the podling's report.
