I don't get you for the NOTICE:
1/ the date is the date of the NOTICE creation, so the entry of Kalumet
in the incubator
2/ slf4j is used in Kalumet, that's why it's in the NOTICE
For the LICENSE, it's the LICENSE file (provided by the ASF) of Kalumet
itself.
AFAIR, it's the purpose of the NOTICE to inform about the license of the
included project, the LICENSE file is the license of the project itself.
Not sure to understand you remarks.

The NOTICE file looks wrong; it does not follow the standard format
and contains spurious headings.

It should only contain required notices for software that is actually
included in the release archive.
Also the date is wrong.
Likewise the LICENSE file.
If slf4j is actually included, its license must be in the corresponding LICENSE.
