I think I've managed to work around the fact that our mbox archives only contain mails that were addressed To: a list, not Cc: that list.
I changed the vote counting script so that it parses /all/ the incubator list archives, not just general@, for vote threads addressed to general@. This solved the case where, e.g., the Bloodhound vote resolution was not noticed.
