There is no requirement to be different to join the ASF or the incubator, but if you want to attract mentors, then there needs to be something compelling in a proposal to justify the energy that mentors will give to the project over time. That is what Andy needs to do - show what his offering has that 'competitors' don't, such that potential mentors will feel motivated to support the project.
