The KEYS file should normally be under http://www.apache.org/dist/incubator/spark/ as this is where the release artifacts will be found if the vote succeeds. Also that location is automatically archived, It's important that the KEYS file contains all keys used to sign any releases, so keys should only be added to it, never removed (except possibly if the key has been compromised).
