Excellent! This is great for the Phoenix podling, and also progress for the Incubator and the ASF. There has always been the need for tuning the NOTICE file for a binary redistribution when additional deps are pulled in, but for a long interval the Incubator got too lax and many podling releases were approved bearing binary-distro NOTICE files inappropriate for a canonical source release. > The source ones are simple, as we have no dependencies.
