It's likely to be one of two things:
* A cron job which needs kicking.
* A fencepost error in the notification script which causes problems when
the last day of the month is a Wednesday.
I'll wait until tomorrow to see if any emails get out. If not, then I'll send
manual reminders to all the relevant podling dev lists.
I believe that this can be done from my apache.org email via people.apache.org
using the `mail` command line app, and because of some work that infra did
whitelisting legit @apache.org email, the messages won't get stuck in
moderation.
