Hi Greg, from my experience it has proven to be very hard to start single-man-shows here. The Incubator works best if there is an active community already.
If you are a sole person, you might also consider labs.apache.org. Some people say, Labs is for experiments, and when there is a community, go to the Incubator. Personally, if you have no plan how to get new people on-board, or if nobody else here is interested in becoming a committer, or if your project is not Hadoop related :-), then you should first start building a community. If you don't have at least three committers, you will als not be be able to cut a release.
