Blur has now been incubating for a while: 3 1/2 years. The Incubator has a lot of podlings right now and at some point there's going to be an "up or out" push. Please don't be discouraged -- the requirements of NOTICE are fundamentally difficult and the first incubating release is always the hardest. Since most of the IP clearance and licensing work only has to be done once, it gets easier from here!
