I don't work hard on these, because it doesn't make that big a difference if the categorizations aren't perfectly apt. If the podling has no release, then they go under "no release" regardless. After that, they get put in "community growth", until there's graduation being discussed or voted on. Every once in a while there will be some sort of crisis where a custom categorization might be justifiable -- e.g. "In crisis" for a podling with no Mentors, or "Considering retirement" when retirement is actively being discussed (by the *PPMC*, because outside naysaying is harmful) -- but such states are uncommon.
