I'm pretty sure you only mean for this recommendation to apply to copyright notices extracted from dependency licenses (which is sound advice). However, the ASF copyright notice needs to stay in NOTICE, so the NOTICE file will never go away entirely for any ASF product. (Note that adding our copyright to the NOTICE file is an ASF policy, not a requirement of the ALv2 -- outside users of the ALv2 do not have to follow the ASF's example.)
