Saying "in whimsy" is shorthand. The data is stored in LDAP. Whimsy provides a web interface to update LDAP. Yes, that interface is committer only. The plans are to have the Apache Phonebook display this information from LDAP (most likely by requesting and then parsing public JSON versions of this information from the whimsy server). I don't know the current status of that effort. It would be better if this information was maintained in one place. A place that can be used for things like authentication.
