Gang,

Per the incubator guide [1], you should forward the vote thread to the
incubator to let them know you are planning to graduate (e.g. directly
telling the VP Incubator about it is not the right thing to do).

When looking at the recommendation vote [2], it is recommend to start a
discussion first, this way consensus can be built independent of the vote.
