If it helps make it clearer, I can update https://incubator.apache.org/guides/graduation.html#submission_of_the_resolution_to_the_board to clarify that my expectation (and others I believe) is that one of your mentors or a board member is intended to add the resolution to the board's agenda after it has been posted to the board list.
