[~Ovilia], incubator Jira is not supposed to get release relate candidate
feedback.
Normally we start the release propose in the project mailing list, and start
the release vote there. Once the release vote is passed, you can start the vote
in the IPMC mailing list. Please read [incubator
releases|https://incubator.apache.org/policy/incubation.html#releases] document
for more information.
As the IPMC vote main check for the License and NOTICE issues, my suggestion
is please go through the discussion of other project release vote mail to make
sure you don't make the same mistake.
