Wow, sounds very exciting to have graphviz here.

Incubator being mainly about validating there is a community@asf I think it
makes sense to go through incubator first. Also it will let Graphviz time
to handle the license switch. That said the promotion to a TLP can be quite
fast since most of the community is already here and I don't see it being
that far from ASF requirements so I think going through incubator is a good
path.
