The release of Apache Doris is only determined by the apache community, and
there is no possibility that BAIDU will vote and release the version
directly.
The Apache Doris community will only release two-digit version numbers such
as 0.13.0.

We will release a three-digit version number, such as 0.13.10, based on
some bug fixes on the two-bit version and small feature additions.
But because the community release process is relatively long, we will
directly post these three-bit versions on the baidu-doris code base.

So 0.14.7 is actually an open source three-digit version, a three-digit
version number based on Apache Doris version 0.14.

So we need to wait until the 0.14 version is fully released before we can
release subsequent patch versions?
