+1 (binding) Quickly glance through the project doc and looks like it's an active community already.
The Apache Livy (incubating) is a similar project offering REST API for Spark. HBase has REST API through its Thrift server. Hadoop has YARN REST API and WebHDFS REST API. But an unified REST API service for many data systems is necessary, because those who invest heavily in these Open Source projects tend to use many of these systems together, not just one.
