It is important to let users and developers know as well.
They may not be subscribed to the general announce list.
BTW, for the developer Hop list, a more detailed email may be appropriate.

Also you have not addressed the issue of the non-ASF committer.
I suspect there will be some issues with setting up the PMC if this is
not fixed.
