When we first discussed this Futurewei project a year before incubation I thought I made it clear that growing your community is an important part of the Incubation process.
You must do that on the dev@ mailing list. When it’s time to discuss contributors who should become committers or PPMC members you must discuss them on private@bluemarlin - a year and half later NO ONE (despite earlier prompts) has subscribed to private@ except for Sheng Wu.
