Alex says: Turbine and Struts are separate things - neither of which is really to do with portals. In short: If you like JSP then use Struts, if you don't then use Turbine. Jetspeed is Apache's main portal. Jetspeed is built on top of Turbine and does not *need* JSP but you can use JSP if you want to do some of the layout. Alternatively some people say that you can build a portal with Cocoon by using its XML merging facilities. Further discussion of this should go on the jetspeed or cocoon mailing lists.
