Actually those error messages (suggestions) do not appear anywhere inside base libary or addons repository. Instead they are inside a faked ~addons/ide/gtk/gtk.ijs, this file comes with a fresh J installation. After installation of gtk addons (scripts not binaries), this fake gtk,ijs will/should be overwritten by the real one. If you've already install the gtk addon but gtk.ijs unchanged, I guess that may a windows phantom copy or permission problem. Windows instead of Jsoftware should be blamed in that case.
