Vigilance yes.  But the line has been crossed a number of times, the
most heinous violation being this nazi "Homeland Security" crap.  I
didn't spend 20 years of my life in the military so my children could
grow up in a police state.  But this really doesn't bear on the original
poster's note.  And making "copies" of money, no matter how fake looking
they are (even black and white), is illegal.  Has been for a long time. 
This was unnecessary.  Just start arresting and fining/jailing offenders
and it will stop.

Oh yes, and let's ditch this idiotic Homeland Stupidity Organization
(I'd say before it gets out of control, but it was born out of control).
