The gist of this is: Big Brother in California would like to track your automobile miles driven and tax you accordingly.
I just hope all the Californians who've moved into Colorado don't bring this kooky idea with them.
I read a technical article on the trial in Oregon. The system is technically neat. The software is setup so that no position information is ever stored. (Of course that is saved at the server so it could be easily changed.) The crux of the problem is that it is mandated by government. The issue is that the state governments really don't want us to have fuel efficient vehicles, it diminishes tax revenue.
