I don't know about you, but I can't even imagine a Republican governor proposing this kind of crap.
You have a poor imagination.
With the Feds cutting funding to states, and states medical costs climbing at, or near, double digit rates year over year, you will see LOTS of new ideas for applying old taxes. The Dems and the GOP will get together on this. If they don't, states will cut what many consider "essential services", and citizens will howl.
