I'm thinking that it might be better to have a security (for discussion) and a security-announce list (that has only the announcements) that only certain members can post to. This is how Debian does it and it seems sensible. It's late here in the UK now and I have to go to bed. I also won't be able to do any work on policies and processes till after this weekend.
