I use drupal 6. I think I've solve the problem myself using the hard way. It's 
something to do with the ctools css cache. I have to delete all the data in 
mysql that contain ctools and panels. eventhough it is risky, I take it as an 
option. Thanks for helping. BTW, I still need a lot of help during my 
development phase of my company's website. This is my first time using drupal 
and it's roxxx <-- my sifu's word

Do you used the performance module in the Admin page? Its has button to clear 
the cache. By the way what version of drupal you are using.
