I routinely buy no-OS laptops and desktops from Dell

Their online backup service is probably of no use to you (I personally use 
Dropbox, but there are also open source alternatives)

Savings is true - its not much. Its about what the chap quoted you. Turns out a 
copy of Win7 home is quite cheap these days to begin with, so the "cost" 
argument goes away

Dell will also service your Linux-based laptop. They have done so for me in the 
past

For building? I just visit Lowyat or Digital mall. Though its been a long time 
since I've built one per se -- Dell's warranty is just too good to pass up. Buy 
it, with the savings you get from not getting Windows. 3 years next business 
day on-site servicing (and for laptops, I've tried it even when travelling)
