Don't you use a HTTP proxy?
If you look on Google there are a some howtos to explain how to get git
to work through a HTTP proxy.

so something like
git clone git://git.openfabrics.org/ofed_1_3/management.git

I think that there are some additional fixes which may not be there
but are in Sasha's tree (ofed 1.3 branch) if that matters.
