'info automake' says (Top -> Programs -> A Program):

   `PROG_LDADD' is inappropriate for passing program-specific linker
flags (except for `-l', `-L', `-dlopen' and `-dlpreopen').  So, use
the `PROG_LDFLAGS' variable for this purpose.  

So '-L' is exception suitable for LDADD.
