Make exam invokation-flow controlable

Currently, Pax Exam kicks off the Test Container (pax runner in most cases) ,
tries to find the exposed test service, and run that.
This should be controlable so that system is in a "known" state (as far as its
possible) when test is being launched.
So for example one should specify certain prerequisits that must be fulfilled
in a certain timeframe.
This can be a set of bundle states (at simpliest), exposed services, osgi
events and so on.
