Richard, I am not against outsourcing(!) the infrastructure elsewhere. I have a few "requirements" though;
1. All the existing data can be exported, incl maintaining the identities of the people. 2. That everything gets mounted on OPS4J domain names. 3. Some solution for the "Sign up on Crowd to get SVN access". The last bit might be the deal-breaker. We have since we started OPS4J maintained a zero-barrier principle for contributing directly into the SVN. Early on this was in Jira, and we created a plugin for it to take the humans out of the process loop. Since then we have migrated to an LDAP+Crowd setup, and I feel it would be a big step backward if we can't maintain the semi-SSO system.
