"Pax Runner" launch configuration tab should be placed after "Bundles" tab

Prior version 3.5.0 UI tab was always placed last in the list of tabs. In 3.5.0
the tab is placed as first tab.
We shold get in control and place teh tab after the Bundles tab by using the
<placement after=""/> tag.
