The information is not enough to look for a solution.Please use the
--log=trace option
to enable logging and paste back the output.
As you are using pax construct, it should use maven proxies from your
settings file. If you do not have such proxies then you will have to use the
MAVEN_OPTS to configure http.proxyHost, ...
