Implement a listener with replay events

In order to be able to easily find the state of the web apps, we need a
listener and a replay mechanism similar to the blueprint one.
The way we've solved that is that when a listener is registered in the
registry, it will be delivered a set of 'replay' events i.e. it will receive
the latest event for each blueprint bundle with a property 'replay' set to true
so that the listener knows it's not a 'current' event.
